"Should County Sheriffs Enforce I-1639, the gun control Initiative?"
Our next Forum, the Badger Club is taking on one of the country’s most divisive issues: Gun Control and the Second Amendment.
Washington’s Initiative 1639 went into effect this year, requiring enhanced background checks to purchase a “semiautomatic assault rifle,” similar to the background checks already required to purchase a pistol. It also raises the age required to buy an assault rifle to 21 years old. I-1639 stops short of requiring that all guns be in “safe” storage, but adds significant penalties for the owner if a person who is not supposed to have a gun uses it to commit a crime or harm someone.

Elected Sheriff of Klickitat County in 2014, Bob Songer has more than 50 years of law enforcement experience. He recently received the 2019 Constitutional Sheriff of the Year award, top honor of the Constitutional Sheriff and Peace Officer Association, a political organization of local police officials in the United States who believe in an interpretation of the United States Constitution wherein federal and state government authorities are subordinate to local government authority.
Sheriff Songer has refused to enforce Initiative 1639, the gun control initiative passed by Washington voters in 2018 which made a number of changes to the State’s gun laws.
He is a graduate of both the Washington and Nevada State Peace Officer Basic Academies and the FBI National Academy in Quantico, Virginia. He holds a Master of Science Degree in Criminal Justice from the University of Portland.
His law enforcement career includes service as Undersheriff of Clark County, Washington and Police Chief of Elko, Nevada. He also served as an agent for the Washington State Gambling Commission. He lives in Goldendale with his wife, Frances.
Robert Hindes is a retired educator and a former Marine Corp officer. He served in Vietnam in 1968-69 with the 3rd Marine Division along the demilitarized zone.
Educational background includes degrees in Agriculture, Biology and a Master’s in Resource Management. His careers have included different management positions in businesses and government.
Experiences include owning and operating an orchard and operating a fruit packing warehouse. The last several years involved teaching science to high school and college students. He owns several guns and has been a lifelong gun owner.
